Karen S. (Skaggs) Downey, age 78, passed away peacefully on Saturday evening, October 13, 2018 at her home in Morgantown.

She was born in Martinsville on August 12, 1940, to her parents, the late Marvin and Catherine A. (Paris) Skaggs. Karen was a 1958 graduate of Franklin High School and went on to marry William J. ‘Bill’ Downey on November 7, 1958 in Morgantown. He preceded her in death on June 24, 1995.

Karen retired in 2003 as an Administrative Secretary for the Logistics Department of the Indiana State Police after 42 years of service. Since retirement, she has been employed as a part-time bank teller for First Merchants Bank in Morgantown for the past 12 years.

Karen was a member of the Indiana State Police Pioneers and the Indiana State Police Alliance. She was a former member of the Pleasant Grove Christian Church in Green Township. Karen enjoyed gambling trips to Las Vegas and Laughlin, Nevada. She was a fan of the Indianapolis Colts and enjoyed visiting with customers at the bank.

She is survived by her children, Jeff Downey and Sherriff Robert ‘Bob’ Downey both of Morgantown; granddaughters, Ashley Shook of Richmond and Madeline Bolin of Bloomington; and three great grandchildren.

Karen was preceded in death by a granddaughter, Emily Downey and a brother, Lyle Skaggs.

The Rev. Lee Snider will conduct a funeral service at 11 a.m. on Wednesday at Meredith-Clark Funeral Home Cremation & Personalization Center, 179 E. Mulberry Street in Morgantown. Friends may call from 4 to 8 p.m. on Tuesday at the funeral home. Burial will be at East Hill Cemetery in Morgantown.

In lieu of flowers, memorial contributions may be sent in honor of Karen to the Morgan County Humane Society, 690 W. Mitchell Avenue, Martinsville, IN 46151.

Joyce and I were greatly shocked and saddened to read on the internet about Karen's death. We had so many interesting conversations at the Bank window. She was such a good and fun loving person. She made it enjoyable to go thru the drive thru. She was also such a good friend to our daughter Sarah. We both are not able to stand very long so we did not make it to the showing but our thoughts and prayers are certainlyy with the family. Jack & Joyce.

To all of Karen's family: Karen was the first civilian employee I met when I came on in 1979. She was always smiling, helpful, and a joy to be around. I got to meet Jeff when he was the youngest officer (19?) on the Morgantown Police Department. One of the best, she will me missed greatly. Rest in peace, Miss Karen.

Karen was a truly special person. Always quick with a comeback or joke.. We never left her drive thru window with a frown! Truly a blessing to many of us. Her laughter and sparkling personality will be greatly missed. Sending lots of love and prayers for comfort to her family at this difficult time. Im sure the hills of Heaven are ringing with joy and laughter, with many loved ones waiting at the gate for a hug!
